Kitchen hours and the happy hour are as printed on the tavern's own menu; the tavern's own Facebook page says it is open seven days a week. A current directory listing shows shorter hours instead — Monday, Tuesday and Sunday 3–8 PM, Wednesday to Saturday noon–11 PM. The two disagree; the owner's word settles it.
222 River Street.
No founding legend is published anywhere, and none is invented here. What the public record does hold is a building, a use, a licence and a menu — and they line up.
- 1860
- The building goes up. New York's tax-parcel record still carries 1860 as the year built, on a third of an acre with 248 feet of River Street frontage and 2,909 square feet under roof.
- On the roll
- Warren County assesses it as a bar. The assessor's own use code for the property reads, in as many words, 'Nbhd tavern'.
- The licence
- The State Liquor Authority lists an active licence at this address under the trade name SPIRITS, renewed in December 2025 and running to November 2027.
- The kitchen
- Italian-American, and broad for a tavern: pizza by the pie, hot and cold subs, calzones and stromboli, half-pound burgers, and dinners of lasagna, manicotti, baked ziti, shrimp scampi, chicken cutlet parm and a NY strip.
- The nights
- The tavern has run karaoke and an all-request Friday — its own posts show the microphones out on a summer night in 2021, and a request night starting half past nine in 2020. Whether either still runs is a question for the bar.
- The sign
- Gold letters on a scalloped black board over the clapboard front — SPIRITS, then BAR in red, white and blue, then RESTAURANT. A red neon SPIRITS burns inside.
At the bar
The tavern publishes no drink list at all — no draft board, no wine list, no cocktail card. What follows is the room as its own photographs show it, and what the record holds.
Big tables
Nothing about private parties, function rooms or large groups is published anywhere online — so nothing is promised here. What is on record is 2,909 square feet of tavern under one roof, a kitchen that turns out pizza, subs and full dinners, and one phone line answered at the bar. Call and ask what the room can do.
Call the tavern
The practical part.
One phone line, one address, and the hours as the tavern prints them.
